"Everyone can always enjoy some good laugh" - I don't get it?

From what I understand responsive designs aren't a trend, they're a solution for products or websites with an audience that uses many different devices.

Maybe I'm the designer in the comic? But then I miss plenty of news and certainly would never call myself an expert. i do keep experimenting with different screen sizes, but then, THAT'S MY JOB!

Yes it appears this comic is making fun of people who do their job well. When you visit a website on a mobile device and it looks good you can thank the guy portrayed in this comic.
